The REGIONAL LEARNING COMMUNITY ON SPP constitutes a technical cooperation space among Brazil, Chile, Colombia, Costa Rica, Ecuador, and Mexico. The initiative, promoted within the framework of the EcoAdvance project of the German Development Cooperation (GIZ), seeks to transform national experiences into useful regional knowledge for the design, implementation, and improvement of strategic public procurement policies.

This document systematizes the contributions shared during the Community’s sessions across three areas: prompt payment mechanisms; sustainable public procurement with a gender perspective; and supplier guidance and corporate integrity. Its added value consists not only of describing experiences, but of identifying regulatory enablers, institutional arrangements, operational tools, verification mechanisms, results, and challenges that allow distinguishing transferable practices from those that depend on specific national conditions.

This initiative is carried out by the Secretariat for Anti-Corruption and Good Governance of Mexico as part of the EcoAdvance project: Environmental Labeling and Sustainable Public Procurement, which is part of the International Climate Initiative (IKI) and is funded by the Federal Ministry for the Environment, Climate Action, Nature Conservation, and Nuclear Safety (BMUKN) of Germany. The project is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, in collaboration with UNEP and the Öko-Institut, and focuses on promoting sustainable models of production and consumption, with a special emphasis on strengthening Type I environmental labeling and sustainable public procurement.
