La estimación de indicadores a nivel de contratos no se ha desarrollado al nivel deseado en América Latina. Se cree que esto se debe en parte, a la ausencia de instrucciones claras sobre cómo onstruir estos indicadores.
A pesar de que hay definiciones de indicadores a nivel de los contratos, muy pocos países han logrado estimarlos. Este instructivo busca transmitir un conocimiento práctico para lograr su estimación.
