Jamaica’s Public Procurement Commission (PPC) Launches Innovative System to Reduce Procurement Delays

The Public Procurement Commission (PPC) of Jamaica has reaffirmed its commitment to streamlining procurement processes and reducing turnaround times. During a seminar held at the University of the West Indies (UWI) regional campus in St. Andrew, Executive Director Nadia Morris emphasized that speed and accuracy in processing requests are top priorities. The Procurement Endorsement Database Management System (PEDMS) was introduced, which has significantly shortened review times—requests that previously took up to eight weeks are now processed in just two.

This system allows contracting entities to track their submissions in real time, improving both transparency and efficiency. The PPC oversees Level 2 contracts (valued between JMD 30 million and JMD 60 million) and Level 3 contracts (over JMD 60 million), issuing recommendations to the Cabinet for final approval of Level 3 agreements. Morris highlighted the importance of ministries, departments, and agencies (MDAs) adhering to established guidelines to prevent delays caused by incomplete or inaccurate submissions.

The seminar also stressed the need for suppliers to be properly registered. Captain Richard Campbell, Senior Director of the PPC’s Supplier Registration Branch, noted that any individual or entity—local or international—may register, provided they meet the minimum requirements. Since its establishment in April 2019 under the 2015 Public Procurement Act, the PPC has worked to improve public procurement in Jamaica by maintaining a registry of approved suppliers and promoting compliance with procurement legislation.
