These opening words of the first bulletin of the Inter-American Network on Government Procurement were reserved for the President elected by all members of the Network during the Annual Conference of Lima, Ricardo Salazar.
All that in one way or another are linked to the world of public administration, we have learned to live with professional uncertainty and overcome the vagaries inherent in the world of politics and decisions. As a whole family of INGP know, last February, the government of Peru, made the decision to replace Ricardo Salazar, President of OSCE and INGP, by Mr. Carlos Salazar.
