DNCP (Paraguay) Implements New Regulatory Resolutions to Optimize Public Procurement System

Paraguay’s National Directorate of Public Procurement (DNCP) announced that, starting February 17, new regulations will take effect aimed at enhancing efficiency, transparency, and oversight in public procurement processes. These measures fall under Law No. 7021/2022 and its Regulatory Decree No. 2264/2024, and include the adoption of electronic bidding, stronger legal frameworks, and improved use of state resources.

Among the key changes, DNCP Resolution No. 230/25 sets guidelines for the dissemination of procurement procedures, the launch of a Virtual Store, and updates to the goods and services catalog, open contracts, and participation mechanisms. Meanwhile, Resolution No. 232/25 governs the use of the Electronic Bidding Module, enabling digital submission and opening of bids, as well as the automatic generation of sworn statements without the need for notarization.

Additionally, Resolution No. 234/25 strengthens the legal framework for public procurement by regulating processes such as protests, disciplinary proceedings, inquiries, and appeals, both in physical and digital formats. These new provisions mark a significant step toward a more modern, agile, and transparent public management system.
