Dominican Republic’s DGCP Proposes Structural Reforms for State Procurement Units

The General Directorate of Public Procurement (DGCP) has submitted a structural reform proposal to the Ministry of Public Administration (MAP) aimed at modernizing procurement and contracting units across government institutions. The initiative seeks to optimize the operational management of procurement processes for goods, services, and public works by recommending that the organization of these units be based on factors such as available budget, the Annual Procurement Plan (PACC), and the volume and complexity of executed processes.

The proposal outlines three organizational models: a specialized structure for institutions that play a key role in implementing public policies and strategic projects; a mixed structure for those handling common goods and services; and a simplified structure for institutions with lower operational volumes. It also includes the creation of new units—such as planning, management, and contracting—with clearly defined roles to improve oversight, control, and overall efficiency throughout the public procurement cycle.
