DGCP (Dominican Republic) Adds New Alerts to Its Preventive and Reactive Alert System

The General Directorate of Public Procurement (DGCP) of the Dominican Republic has added new alerts to its Preventive and Reactive Alert System (SAPR), aiming to detect potential irregularities in government procurement processes early on. The system monitors 41 variables and issues alerts that highlight situations such as repeated awards to the same supplier, identical pricing across bids, or suspicious disqualifications.

The newly added alerts include awards to companies newly registered in the State Suppliers Registry (RPE), awards at unusually low prices, and the involvement of suppliers engaged in a wide range of commercial activities. So far in 2024, more than 44,000 alerts have been issued, leading to the suspension of 25 procurement processes and the cancellation of 94, redirecting over RD$14.1 billion in contracts.

The DGCP clarified that these alerts do not automatically indicate wrongdoing or justify sanctions without due administrative process. Instead, they are intended to support procurement units by providing useful information to strengthen transparency, fairness, and participation in the country’s public contracting system.
