The Government procurement system is governed by the Procurement Regulations (2008), the Procurement Policy (2008) and the Procedural Handbook (2010). All procuring entities are expected to conform to the rules and procedures outlined in these documents.

The Procurement & Asset Policy Unit, Ministry of Finance & Planning and the Office of the Contractor General have oversight responsibility for the GOJ Procurement system. Functional entities in the system include the National Contracts Commission, Cabinet, Infrastructure sub-committee, NCC Sector Committees and Procurement Committees. A Procurement Appeals mechanism has been established to facilitate contractors who claim to have suffered loss or injury due to a breach of the procurement procedures by the Procuring Entity.
